Close. The parent of the "dumper" processes is "driver" and it is the one enforcing the limits. If the netusage (or any other) limit would prohibit a backup, driver just never tells the dumper to do it. Remember that the tape server is running everything. It initiates all backups by reaching out to the clients (and yes, that client/server terminology is confusing).
