A couple of possibilities:
* The modes on /tmp are wrong and your Amanda user cannot create the
/tmp/amanda area.
* The /tmp/amanda area is already there but has the wrong ownership
or modes.
* Some other process (e.g. a cron job) is going around cleaning out
"old" files in /tmp. You will either need to tell it to leave
/tmp/amanda alone, or put the Amanda temp area someplace else (I
change mine using --with-tmpdir=/var/amanda/tmp).
