Generally speaking, amtrmidx will only delete the old index files 
when that tape has been over-written.  Do you have two or more 
identically named sets of tapes purchance?  That will tend to 
negate any positive karma, and bring Mr. Murphy onto the scene 
with a powerfull thirst.
