An incremental backup means that everthing that has changed since the last lower level backup gets put on tape. I.e., a level 1 backs up everything touched since the last level 0.
Generally, to do a full restore, you need the last level 0 plus the most recent level 1. But, if all you have, e.g., is your daily tapes, and the weekly config updates dumpdates, you may run into a situation where the daily level 0 is older than the weekly level 0, so your daily level 0 plus daily level 1 will be missing the stuff that changed between the run of the daily level 0 and the weekly level 0.
