A level 1 incremental includes everything that has changed since the last full backup. A level n, for n>1, includes everything that has changed since the last level n-1 incremental. Note that the "bumped to level x" does not necessarily mean a level x incremental has actually been performed. Amanda may have reverted to a full backup anyway - you need to look further down in Amanda's mail to determine that. (There should be a table that contains all backup areas with their respective levels, sizes, compression ratios and so on.) However, level 2 is only ever considered if there exists a level 1 incremental that is newer than the last full backup, so you may have another problem there.
