You can control the maximum numer of dumpers using 'inparallel' in 
amanda.conf.

I doubt amanda is eating up your memory.  I have never used it on RH
7.1 but I have run it on 7.0 and 7.2 with no problems not related to
getting the tape drive and changer to work.
