I have had dumpcycle set to 0 for months, and yet I continue to have lots of
level 1 backups. I saw a post through the last about forcing it each day and
thought this would cure the problem. - Will fixing the below (reserve) allow
dumpcycle 0 to do its thing and negate the need for the force command?

I'm not using a tape because for some reason backups fail and the network
dies whenever amdump runs to a bad tape. I couldn't find a utility to test
tapes for back blocks (or whatever they're called on streaming media) so
until I can find out which of my tapes are dying, I just amflush them the
next day.
