Amanda asks for the oldest tape (or tapes if you have runtapes > 1),
but she will accept any tape that is not in the last "tapecycle" number
of tapes. You can take certain tapes out the sequence for permanent 
archiving by the command "amadmin yourconfig no-reuse thetapelabel".

That means if you have 20 tapes, and a tapecycle of 4 tapes, and the 
last backup was on tape 10, Amanda will ask for tape 11, but accept
any of the oldest 16 tapes, like tape 6, or 12 or...  If tape 11 and
6 were both marked as "no-reuse", then it will ask for tape 12, and
if you feed her tape 6, she will refuse to overwrite that tape.
