Do you want to do this?  If not, then your tapelength is set too high.

2.4.3 has an 'autoflush' option, which, when set to 'yes', will 
automatically flush anything on the holding disk next time you 'amdump'.  
I don't know if it'll do it in the order you want, but it's at least a way 
of automating what you are now doing by hand.
