That depends on your overall system. (bus, scsi host adapter etc, cpu)
The marketing 12Mbytes/sec is for writing bytes to the tape.
Writing filemarks is usually much slower.
Because you wrote about 10000 files to the tape instead of about 100,
your average speed is so low. (If your amanda config contains about 10000 DLE's, this is your expected speed indeed).
