Ok, by now you should have a 'tapelist' file located in whatever directory the rpm install uses for its configuration storage. The tape it just finished using is placed at the top of the list, having taken it off the bottom of the list when it was reused. If you have edited that file as root, the perms may have been changed such that the amanda user hasn't any read rights, remember that the amanda user should have perms to read and write that file.
