Or maxdumps or inparallel is set too low, or there are
network-bandwidth constraints (either real ones, i.e. the network
is in fact saturated, or artificial ones due to less-than-optimal
settings in amanda.conf).

Agreed.  "amstatus" can be useful for sleuthing this, especially
the "n dumpers busy" stats down at the bottom of its output.
