That's what the chg-multi changer script is for. It emulates changer with 2 or more tapedrives. See:

Note that the current version of amanda still requires that the backup image or one DiskListEntry must fit on one tape.
Have a look at the "taperalgo" parameter that helps in to fill the tapes optimally. Note also there is close interaction between number of dumpers, dumporder and taperalgo, see:
