The 'netusage' parameter is not as important as you may think it is.
This parameter is only used when Amanda decides whether or not to start another simultaneous backup from the same client (if you have maxdumps set to more than 1). Once the actual dumping starts, Amanda does not throttle the network traffic according to this parameter - it uses all the bandwidth it can get.
