Seems all fine.  But you didn't show what problem you have.
The index file of '/' is should be inside the '_' directory above.
What problem do you have?  Is it there?  Is it empty?  Is it old
and not updated?
The directory is empty
ls -laF /var/lib/amanda/normal/index/hostname/_
drwxr-sr-x  2 amanda disk 4096 Sep 13 16:56 ./
drwxr-sr-x  4 amanda disk 4096 Sep 13 16:47 ../

Incidentally, if I run amrecover -C normal I get a message Warning: no log files found for tape ...
