I'm getting closer and it's a SuSE specific problem. Using SuSE the devices in /dev have only +r rights for group. If I manually add +w for group access I can run amtape tests successfully, so maybe it's a problem with udev that is used to create the devices during boot.
I will go to the SuSE forums and ask around there. All the mtx and amtape commands work when being run as the root user, so I don't think this is a configuration file issue.
