So is 4/19 a level 3 or level 0?

It's a level 0. If Amanda would have done an incremental, she would have done a level 3, but ultimately she decided to do a full instead.

Also, in the amadmin find, I see that 4/12 has 973 parts, whereas 4/19 only has 2 parts.

Not sure about that, since I really don't know what the 'part' output of amadmin find means :)
