OK, I should read the man pages more often. amadmin clearly states that "no-reuse tapelabel [ ... ] ...if this causes the number of reusable tapes to drop below the amanda.conf tapecycle value, Amanda will request new tapes until the count is satisfied again." So I went on and decreased tapecycle to match my reuse tapes. Seems to work. Case close.
