For this file, a minimal UMD copyright with reference to COPYING and
AUTHORS should be adequate.

This is also fair - we removed the regex code several years ago.  I'm
not sure what the Apache code was, but Jean-Louis removed it right
after 2.5.1, so I assume it is no longer needed, either.
