I suspect that it has something to do with device numbers in ZFS
snapshots, where gnutar will interpret a changed device number as
indicating a changed file -- with the result that the entire partition
seems to have changed.

Newer gnutar versions have an option to ignore device numbers -- see
the amgtar(8) manpage for details.
