It could well depend on the machine to which the tape drive(s) is attached - local bus, interface bus, drive throughput capacity, etc. Bottlenecks are bottlenecks, unfortunately. Also, it does state that the rate is an average; I don't recall what your original note said in terms of config setup, but in between writing out DLEs, the system could be waiting for a dump to complete to the holding disk prior to streaming to tape, which would impact the write rate value (but I could be wrong, it's been a while since I've looked at Amanda at that low a level).
