Well, /var/backups is an odd home directory, and is a debian-specific choice, so the deb/ubuntu folks should take care of making sure that works. I think the "right" solution here is to somehow optionally configure Amanda to use /etc/amanda/amandahosts, and to update amcrypt to pass explicit paths to gpg.
