I ended up just downloading the Debian binary from Amanda and running dpkg on it. Apparently the Ubuntu packages are not compiled with Amazon S3 support. I'm finding that some of my directives in the amanda.conf file have been deprecated and I'm working through some access errors but wanted to thank everyone for their help!
