Alternatively, looking at the info page for tar, I see that --listed-incremental takes an argument, a file name. That's probably what /usr/local/var/amanda/gnutar-lists/server_usr_0.new is. Is that file still there? Can you catch that directory in the act while amanda is running? You didn't mention the version of tar you are using.
