QUESTION: Does amflush read the amanda.config file?

I ran an amflush of my holding disk files. Amstatus shows the following:

A snippet of my amanda.config shows

As you can see both tapes are partially filled yet there are plenty of small 
chunks that could have been writte to tape.

Taperalog says to send "The largest dump image that will fit on the current 
tape." If you look at the data the 18 chucks that were sent to tape were 18 
largest, starting from the largest.

Does amflush understand amanda.conf?
