I'm embarrassed, killpgrp is an amanda command.

The man page came in with the standard Fedora and CentOS
manpage packages.  Amanda is not installed, so I assumed
the killpgrp command also came from some standard package.

Later I noticed the killpgrp command wasn't on the system
even though the manpage was.  Turns out the command comes
from the amanda client (Fedora) or server (CentOS) package.
