If I've followed your description correctly, you only made changes on
the client side, so I'd also expect the error to be coming from the
client side.
(Was amanda running successfully on this client before you first tried
creating the DLE for /jag/cnds ?)

My next step would probably be to try changing to rwxrwxrwx permissions
temporarily, and see if some log file is successfully generated then --
and if so, what user owns it.
(What does your amanda entry in inetd.conf [or equivalent] say?)
