From the sshd logs on the clients and from a tcpdump on the server,
the server seams to not start the ssh connections.  The amanda logs on
the clients confirm that idea.

Yes.  The error in the report mail is a bit strange:

  hostname.domain.name / lev 0  FAILED [hmm, no error indicator!]
  hostname.domain.name /usr lev 0  FAILED [hmm, no error indicator!]
  hostname.domain.name /var lev 0  FAILED [hmm, no error indicator!]

I never seen this error in other situations
