seems to happen consistently for people who are affected, but many

Looks like the .tgz file you posted last year is no longer available.
Can you post your amanda.conf and this simple disklist file now? (I
assume these are small enough that doing them as Text attachments on a
message should be fine, I think, rather than a separate .tgz file.))
You said you have this problem with the server running the of
Debian Amanda 3.5.1 package, right? (Is that on Stretch?)
I take it the problem happens with clients running various version of
Amanda?
Are there any Amanda processes running on the clients when this
situation happens? (amandad and sendsize would match up with the
sympotoms described by Robert...)
What does the /var/log/amanda/server/<CONFIG>/planner.*.debug file show
when this happens?
