I think I've seen this before, but I can't find a darn thing anywhere about
this and how to fix it.  Pointers anyone?  Pleaaaase?  (error is at bottom)

Well as the text where the error occurs says, you should upgrade your MIME::Base64 Module, otherwise some of the test will fail. If you really want to use your old module, do a "force install MIME::Parser" which overrides the negative tests.
