Unfortunately, the wise and unerring german gouvernment decided otherwise for germany. Any communication provider _has_ to give his customers access to any message destined for him. To simply delete spam or even virii without an appropriate time (6 weeks is usually considered time enough for emails) for the customer to get the mail in some form or other (like fish it out of the quarantine) can get you as admin into jail for up to 3 years. So everyone should check their local laws as to what they say in this regard. You might have IT-savvy politicans too!
