Turns out 85% of the time is used by the SA CHECK.

Sounds like time for more memory or a new relay server, yeah?

Matt,

We're using round robin MX. ...
I assume since relay1 is the first MX record, more mail goes to that server.

If they are the same priority MX records, both should be receiving
about the same mail rate. With newer versions of bind as a DNS server
you have some choices on randomizing/rotating the order of DNS
reply records, and it should be doing it by default.

Everything is setup correctly. It just seems like the relay servers can't handle it. ...
Postfix filters are set to the max. I think our main option is to create
a third relay server... any other ideas?

Adding a third looks like a sensible option.
Alternative might be to enable graylisting to radically reduce the mail rate.
