At least this is no where near what you were using before, look at the
difference in CPU load:

What version of SpamAssassin are you using?
Assuming you are using SpamAssassin 3.0.x:
Since you say you did not have a local.cf, then your local.cf will not
have a line:

lock_method flock

Adding this line should speed up Bayes database access which will
improve overall throughput.

Also, do you have an /etc/mail/spamassassin/init.pre file? Or is that
missing also?

If it is missing, create it. Here is a sample of the contents:
http://www200.pair.com/mecham/init.pre

If you did not have it before, then you may not have been using
URIDNSBLs, which do help quite a bit.

As always, --lint your rules after making changes.
