I can post further config information as needed, but the tag level and the sa_spam_report_header values are the only ones that I think should really matter. Ideally I would like X-Spam-Status present even when the value is 'No', but I really would like the hits recorded in the headers.
try setting $sa_tag_level_deflt to -100.
