Do you have any sort of bypass_spam_checks set in amavisd.conf?
Do you have a catchall user '@.' that is set Y to bypass_spam_checks?
Is outbound mail even going through amavisd-new?
Is outbound mail being scanned, and a score given, but the
sa_kill_level is set too high, or the $final_spam_destiny = D_PASS?

There are a number of ways to prevent outgoing mail from being spam
scanned, or to insure it is delivered even if it is, but most of them
would require you to configure the system to do that. We would have to
figure out which of the number of ways was used to stop filtering
outgoing spam.

I think you would need to set your $log_level up, then send an
outgoing message, then carefully read the log on that particular
message to determine what is preventing filtering.
