No, I'm referring to the same mechanism, but used by SA and not by MTA.
It is better to do DNSBL from SA which only adds score points and
if a single DNSBL server misbehaves, it doesn't screw your mail entirely.

Using DNSBL directly from mailers used to be a good technique, until
it turned out that without careful selection and monitoring of blacklists
to trust there is often prohibitive proportion of false positives.
I suggest turning off all DNSBL checks from MTA and consulting these
from SA. It consumes somewhat more resources, but it is much more
reliable.

See man Mail::SpamAssassin::Conf and other SA documentation.
To see which DNSBL and URIBL rules are pre-defined, see SA
rules files 20_dnsbl_tests.cf and 25_uribl.cf. To see which
are active (have nonzero score) see 50_scores.cf.
You can change scores for individual rules in your local.cf,
assigning 0 turns off the rule, assigning nonzero score
enables it.
