Seems like a bug in Net::Server 0.89. Please apply the:

--- Net/Server/Daemonize.pm~    Wed Nov 23 09:09:13 2005
+++ Net/Server/Daemonize.pm     Mon Dec  5 16:39:26 2005

   close _PID;
   chomp($current_pid);
-
+  $current_pid = $1  if $current_pid =~ /^(\d+)$/;  # untaint if it appears ok

   my $exists = undef;

and please complain to the maintainer of Net::Server.

It happens if you have a /proc file system mounted,
and you have a leftover pid file from a previous run.
Manually deleting old pid file avoids the problem.
