This is indeed wildly excessive, and needs some careful looking into
why. Look (possibly, SWAG) for problems with your Berkeley DB library
or files.
I will note that a number of amavisd users including me saw their
average message processing times go up from (e.g.) 2 seconds to 10-12
seconds on upgrading from amavisd 2.2.x and SpamAssassin 3.0.x to
amavisd 2.3.3 and SpamAssassin 3.1.0. This is a significant increase,
but it's nothing like your "several minutes". I mention it so that if
you see this you will recognize it as now relatively normal; Mark's
systems apparently did not experience this.
I suspect the change is due to something in SpamAssassin, but like a
lot of other sysadmins I just do not have the time to investigate this
on my systems as long as they're running properly.

As Mark explained, the old amavisd.conf had a grab-bag of a lot of
features/knobs that were unnecessary for a typical installation, and
has now been pared down to a much more minimal configuration. You may
have been relying on some of them you weren't remembering.
