The header in the plain-text portion of NDN can be removed by
not having a macro %H in the template. A template may distinguish
between infected and banned by evaluating macros %V and %F
(e.g. their cardinality: %#V and %#F, as already used in the
default template).

The rest of the NDN mime structure is specified by RFC 3462 and RFC 3464
and is not conbfigurable. Amavisd-new only includes mail header
and not a mail body in NDN. Viruses do not spread through mail
header, so this should not be an issue.
