What my squirrelmail plugin does might get you close to what you want...
I limit the amount of time a message can stay in the quarantine. My
default max is 30 days.. but as an admin you could change that. When the
per user age is reached the messages will be removed by a cleanup script
that is run every night. The plugin is called amavisnewsql and is out
on sourceforge and on the squirrelmail site and I'll be releasing a new
version very soon.
I don't know if that helps you.. but maybe it could be an alternate
method for you to base something of your own on.
