/usr/ports/UPDATING sais:

  lang/perl5.8 has been updated to 5.8.8.  You should update everything
  depending on perl.  The easiest way to do that is to use
  perl-after-upgrade script supplied with lang/perl5.8.  PLEASE SEE
  ITS MANUAL PAGE FOR DETAILS.


Following tha perl-after-upgrade manual page reveals:
       o run perl-after-upgrade utility.
           Do not specify any arguments at first, so IT DOES NOTHING destruc-
           tive.  Pay attention to the produced output and especially to
           errorlist at the end, if any;
       o run the utility again, with -f command line option.
           THIS WILL ACTUALLY DO THE WORK.  Again, pay attention to the output
           produced;

So, leaving out the -f does nothing, it just produces a report!
People should be reading instructions.
