The first time I read the docs, I smiled at the unfortunate oxymoron of
Quarantined (ie. a condition of enforced isolation) and D_PASS (ie. letting
mail pass).  Perhaps it can best be thought of as "save a copy to the
quarantine location, and continue processing as directed via D_PASS,
D_REJECT, etc.".
