Where can I start to troubleshoot this problem? Is it a spamassasin
problem? or and amavis problem?

Assuming spamassassin is installed, have you looked in amavisd.conf to
see if you have disabled spam scanning?
# @bypass_spam_checks_maps = (1); # uncomment to DISABLE anti-spam code
I see this in the example:
map { $bypass_spam_checks{lc($_)}=1 } (qw(
postmaster@
abuse@
));
Try commenting this out. You can set these in your SQL database.
