I would need to be more precise: if maxproc is the same as
$max_servers, that should be sufficient for normal Postfix
operation, but since there are no spare processes,
your extra telnet session would need to wait for an
available child process, which may take some time.
So what you are observing may still be ok.

To make sure, you can make $max_servers larger than maxproc
by one, so that one process will be always idle and available
for a test telnet session or and eventual amavisd-release
request.

Btw, if you are using LMTP (instead of SMTP), the Postfix
lmtp client is much more persistant in keeping its session
open for reuse. A Postfix smtp client would release an
idle cached session in few seconds after becoming idle.
