Yes, this will not prevent spam scanning/scoring/placing X-Spam
headers in the header. The question is - what was the score? It should
be be somewhere around -6. Why is it a problem if the headers exist?
The main thing is you want to get the mail to your mailbox, right?

whitelist_to is only worth -6 points. If you want to use an entry in
local.cf, try something stronger, like:
more_spam_to (worth -20) or
all_spam_to (worth -100)

Are you using @whitelist_sender_acl or %whitelist_sender? If so, try
adding those two addresses I mentioned earlier to the list of addresses
you have there, then see what happens when you use amavisd-new instead
of spamassassin.
