Sure, just leave $*_quarantine_method to what they were ('local:...')
and don't change them to 'sql:', so SQL quarantine won't be used.
Just configure the @storage_sql_dsn. You may want to provide all
suggested SQL tables (including quarantine), in case you change
your mind later - it won't get used unless you use 'sql:' in
the $*_quarantine_method settings.
