It is not sendmail's fault, and amavisd is just a reporting subject. Even if you disable checks for header validity in amavisd, it does not make your message valid - the problem may stay undetected, or cause incorrect display of the text in subject at recipient's screen, because the information about what character set was intended by the sender was lost. If it is your mail reader (MUA) that is failing to encode 8-bit characters in the subject line, it needs to be fixed, or more likely, properly configured, if it is of any more recent vintage. All decent mail readers from the last couple of years (including Microsoft's) are capable of automatically and properly encoding spanish characters in headers.
