Perhaps you have some feature in sendmail enabled to check
validity of recipient addresses IN MAIL HEADER, or trying to
rewrite/sanitize/masquerade recipients in header. Such checks,
coupled perhaps with a slow DNS, might manifest in terribly slow
processing of a mail header. Just a wild guess. Looks like you
need to turn on debugging in sendmail (or perhaps use strace
on it). Luckily the problem can be reproduced.
