This is normal. It means DSN code concluded that a message
will be rejected (or bounced or dropped) because it is spam.
The terminology "Action:failed" comes from RFC 3461 and will
show in a delivery status notification (unless it is later
decided to suppress a bounce). Nothing to worry about.
