I've built my own web-gui for amavis. I store the config in sql as does maia mailguard. It's not difficult if you know how to program and have a decent templating-library for html, just time-consuming. I'll announce the gui here as soon as it has a web-presence. It is designed for a multi-domain setup with no local readers, users or quarantine however, and thus might not be what you're looking for.
